ABSTRACT
The ongoing discourse surrounding the adoption of cloud-based versus on-premises hospital information systems (HIS) has intensified with the rise of digital healthcare. This investigation delivers an exhaustive comparative evaluation of these two alternatives, centering on the security, privacy, and data governance ramifications of each methodology. A multi-dimensional analysis constitutes the research approach, integrating quantitative and qualitative data obtained from primary and secondary sources, encompassing interviews with healthcare IT experts, literature reviews, and case studies. The study scrutinizes the advantages and challenges associated with each HIS solution in the context of data security, privacy, regulatory compliance, and their influence on overall organizational efficiency and cost-effectiveness. The results indicate that, although cloud-based HIS provide scalability and potential cost reductions, on-premises systems offer enhanced direct control over the security and privacy of sensitive patient information. The research suggests adopting a hybrid strategy, merging the strengths of both cloud-based and on-premises frameworks to address the distinctive demands of healthcare institutions. This scholarly inquiry aims to assist decision-makers in selecting the most suitable HIS solution tailored to their specific requirements while maintaining the highest standards of security, privacy, and data governance.
