Unemployment: A Chronic Issuein India

ABSTRACT Unemployment is a chronic Indian problem and one that is as acute as it is widespread. It has become a pressing and perennial problem in the Indian economy. Planners, policymakers, administrators, economists and legislators have found the unemployment problem in India quite intractable and insurmountable over the years. The problems relating to and arising from unemployment have assumed increasingly intimidating proportions. It is not merely an economic and technocratic problem but a problem that calls for pooling all our intellectual and physical resources and marshalling our national will and determination. The survival and prosperity of our nation and the performance capabilities of our political and legal systems depend on our ability to reduce unemployment, maximize productivity and optimize the tempo of rural development and industrialization. Since independence, the unemployment rate has been progressively growing despite five-year plans. It has always emphasized employment as a part of India's development policy. The issue of unemployment in India has continued to be a topic of concern since it was first recognized in the year 1950s. Since the inception of five-year plans, unemployment has gained great importance in the developmental agenda of the various plans but the growing population is unable to achieve it. As a result, unemployment poses a challenge to our nation and may exert a cumulative impact on the economic and social fabric of the country.
